The Ou Main Line, running through Yamagata and Akita to connect Fukushima and Aomori, climbs the Ou Mountain Range after departing Fukushima and branching off from the Tohoku Main Line. The line tackles the steep grades of the Itaya Pass, the first major obstacle across the mountains. In 1968, coinciding with the AC electrification of the entire Tohoku Main Line, the Itaya Pass section up to Yonezawa was converted from DC to AC and double tracked, dramatically easing the previous bottleneck. Introduced as a dedicated locomotive for the Ou Main Line, the EF71 was a distinctive F-type AC electric locomotive equipped with the first electric regenerative brakes and built to handle helper duties.
